The current research was carried out based on the examination and confirmation of the constraints identified through the participatory rural appraisal (PRA) surveys for each of the five geographical regions and maize production systems in China. All potential physical, biological and institutional constraints that are relevant to each region / production system were considered in the PRA surveys. Experts in maize research, production, and management have evaluated and judged the data, and draw a conclusion of priorities for maize research and development. Drought is the primary constraint limiting maize production, and the first priority in maize research and development. Both improvement of production techniques and dissemination system of advanced technology are also important aspects for the government in making policy to accelerate the development of maize industry.
