摘要 柔性交流输电系统FACTS、全可控电力系统及基于同步相量技术的广域相量测量系统WAMS是现代电网向未来型电网过渡的主要电网新技术.文中论述电力和通信系统脆弱性及其评估方法及针对系统脆弱性建立战略电力基础设施防御(SPID)系统的基本概念和必要性;强调代WAMS是未来型SPID系统的重大基础设施,分析延迟和响应时间等因素对WAMS可用性的影响, 提出要开发和完善广域电网智能自适应多代理系统(MAS)和建设新一代以光纤通信网络为基础的信息通信系统. Points out that flexible Ac transmission system (FACTS), all-controllable power system and wide area phasor measurementsystem (WAMS) which base on synchronous phasor technique are new techniques from existing grid toward the future type grid. Discussesvulnerability of power system and communication system, and their valuation method, meanwhile aiming at the system vulnerability to estab-lish the strategic power infrastructure defense (SPID) system's basic concept and its necessity. Emphasizes that the WAMS is importantinfrastructure of strategy defense for the future type electric power system, and analyzes the factors, which influence of WAMS serviceabilitysuch as delay and response time etc. Suggests to develop and perfect the wide area grid intelligent adaptive multi-agent system (MAS) anddevelop the new generation information communication system based on fiber network.
