联营电力市场结算盈余的分摊研究 预览 被引量:6

摘要 在节点电价体系下,联营电力市场必将出现结算盈余.在理论上阐述了联营电力市场结算盈余产生的根本原因,然后尝试应用成本分摊理论来分摊网损结算盈余.并结合具体算例讨论了网损结算盈余分摊的核的存在性问题.在对网损结算盈余函数特性进行分析的基础上,提出采用Shapley值法来分摊网损结算盈余.基于Shapley值的网损结算盈余分摊方法平等地对待每个负荷,其分摊原理公平,计算方法简便,收支完全平衡.数值算例结果表明,基于Shapley值的网损结算盈余分摊方法是公平有效的. First, the source of merchandise surplus in a pool-based market is identified i n the paper. Then an attempt to allot loss surplus based on cost allocation theo ry is described. Through an example, the existence condition of core for allocat ion of loss surplus is discussed. After analysis on characteristic of loss surpl us function, a new Shapley value-based allocation method is proposed. This simp le method treats each load equally and can satisfy the break-even requirement. Numerical examples show that the Shapley value-based method for allocation of l oss surplus is equitable and effective.
