This paper designs one theoretic model to discuss the restriction of economic development level to the integrating supply of public goods between urban and rural areas. The analysis of this paper shows that the disparity of supply level of public goods between urban area and rural area is affected not only by state’s development strategy, but also by the economic development level. So-called integrating supply of public goods between urban and rural areas doesn’t mean simply the indistinctive supply in these two sectors; otherwise, it will sharpen farmers’ burden or weaken the welfare of urban population. So priority orders should be identified in supply of rural public goods under the restriction of economic development level, and “comprehensive integration” shouldn’t be emphasized excessively.
