For the peaking cost related issues in Northwest China Power Grid （NCPS）, study on the cooperative game based method for peaking cost compensation incurred by hydro units in NCPS was conducted.Based on the evaluation of the cost related to peaking by hydro units, the cooperative game based cost allocation theory was proposed to allocate peaking cost among thermal units. The convex characteristics of peaking cost allocation were proved, and the nucleus and Shapley value based methods were analyzed and applied in peaking cost allocation. Simulation results showed that the peaking cost compensation problem satisfied the condition of individual rationality, coalition rationality, and global rationality. Compared with the traditional proportional based method, the proposed method was superior in equity, which validated the proposed method.
