最低工资对企业在职培训的影响分析 被引量:10

摘要 通过手工收集全国各地市在不同年份的最低工资数据,借助其在地域上、时间上的外生差异以及2004—2007年规模以上制造业企业数据,本文实证分析了最低工资上涨与企业提供在职培训的关系。研究显示,第一,最低工资每增加10%,企业提供在职培训的可能性显著下降0.86个百分点。借助福建省2006—2007年最低工资上涨的"准自然实验",稳健性检验显示福建省最低工资的上涨使其企业提供在职培训的可能性显著降低0.2个百分点。第二,最低工资的溢出效应明显。随着企业资本劳动比、企业人均工资的增加,最低工资对企业在职培训的影响没有显著性改变。第三,从在职培训的经费投入上看,最低工资每上涨10%,企业计提的"职工教育经费"显著减少2.3%。 Using minimum wage data in all Chinese cities of different years and firm-level data,we empirically test the relationship between minimum wages and on-job training.We find that for every 10percentage increase in the minimum wage,the possibility of enterprises to provide on-job training will significantly decrease by 0.86percentage points.Using Fujian Province’s one-shot increase of the minimum wage in 2006—2007as a quasi-natural experiment,we find that our results are robust.Findings also show that with firms’capital-worker ratios and the average wages increasing,the impact of minimum wages on firms’on-job training still exists.We prove the existence of the spillover effect of minimum wages.
