中国促进清洁能源消纳的市场机制设计思路 被引量:14

Design Ideas of Electricity Market Mechanism to Improve Accommodation of Clean Energy in China

摘要 近年来中国清洁能源消纳矛盾日渐突出,新一轮电力市场化改革为解决这一问题提供了良好的条件。在分析新一轮电力体制改革要求的基础上,根据中国电力市场建设现状和推进步骤,分阶段对中国促进清洁能源消纳的市场机制进行设计,近期主要包括省间发电权交易、电力直接交易等促进新能源跨区跨省输送的机制,中远期主要包括差价合约机制和溢价机制等新能源直接参与的市场机制。最后,提出在电力市场建设环境下促进中国新能源消纳的政策和市场机制建议。 In recent years, the contradictions in clean energy accommodation have become increasingly prominent in China.A new round of electricity market reform has provided the good opportunity to solve this problem. Based on the analysis of the requirements for the new round electricity market reform and considering the current situation of the construction of electric power market and advancing procedure in China, the market mechanism is designed step by step to promote the clean energy accommodation. Recently, the renewable energy directly has participated in the market mechanism such as the inter provincial power generation right transaction model, the direct electricity transactions model to promote the transmission o{ renewable energy between provinces, the long-term contracts including differential contract mechanism and premium mechanism. Finally, the suggestions of promoting China' s new energy absorption policy and market mechanism in the environment of electricity market construction are proposed.
