农村教育“技术治理”精细化:表现、局限及其应对——基于协同治理理论的视角 预览

摘要 在当代农村社会转型发展中,农村教育“技术治理”问题逐渐成为乡村研究的前沿主题之一。随着农村教育治理活动的不断深入和推进,以“技术”嵌入教育公共治理过程并随之所呈现出的精细化特征已成为新的常态。农村教育“技术治理”作为一种新型的精细化社会治理模式,在一定程度上确实能够回应农村社会复杂的教育治理问题。但当前人们对农村教育“技术治理”精细化的具体表现以及局限性等仍缺乏系统的理性认识。基于协同治理理论构建“主体—目标—方式—过程”四维度模型,并以此作为农村教育“技术治理”的研究框架进行分析,认为农村教育“技术治理”的精细化主要体现在治理的主体、方式、目标和过程这四个方面,且存在治理主体参与的“悬浮”、目标考核的“变异”、治理方式的“捆绑”、治理过程的“锁定”等局限性。为此,应以制度建设为核心、以价值理性为导向、以市场机制为动力、以法治要求为支撑,来共同解决农村教育“技术治理”的“失灵”问题,以提升农村教育治理的科学性与有效性。 During the process of social transformation in china' s rural area, the fine-scale of rural education "technical governante" has gradually become one of the frontiers of rural research. With the development of rural education governance, embedding technology into the process of educational public governance and the refined characteristics has become a "new normal". However, the publie are short of systematic analysis of the performance and linfitation of the fine-scale of rural education "technical governance". Based on the theory of cooperative governance, the four dimension model of "subject-objective-means-process" is constructed as the analytical framework of "technical governance" in rural education. According to the analytical framework, there are four aspects with the characteristic of fine-scale in rural education "technical governance" : subject, objective, means and process. Meanwhile, it leads to the linfirations, such as the "suspension" of the parlieipators, the "variation" of target assessment, the "tie-in" of governing means and the "lock-out" of governance process. Therefore, only by constructing the core system, guiding the value-rationality, introducing the market mechanism, complying with government-by-law requests could we break through this bottleneck and enhance the modernization of rural education governance.
