基于协同治理理论的共享单车协同治理的路径选择 预览

摘要 协同治理摒弃以政府为权力中心的传统观念,强调治理主体的多元化,要求政府与企业、社会组织或公民等利益相关者资源共享与协商合作,共同解决存在的社会问题。共享单车衍生出的新的城市治理问题不能仅依靠单一主体来解决,而需要多元主体的共同协作。在对共享单车治理困境与现状和协同治理理论的剖析的基础上,找出协同治理理论与共享单车协同治理的契合性,以此从观念更新与主体界定、职责分工与互相监督、技术创新与双向沟通、资源共享与协商合作、政策规范与集体协商、公众参与自我约束六个方面来探讨共享单车协同治理的路径选择。 Collaborative governance emphasizes the diversification of the main body of governance,the government is no longer the center of power,but requires the government and business,social organizations or citizens and other stakeholders to share resources and cooperation and consultation to jointly solve the existing social problems.The new urban governance derived from shared cycling not only needs a single subject from government,enterprise or social citizen to solve,but also needs the cooperation of multiple subjects.Based on the analysis of the dilemma and current situation of shared cycling management and the theory of collaborative governance,finds out the consistency between collaborative governance theory and shared cycling collaborative governance,and from the point of view of concept updating and subject definition,division of responsibilities and mutual supervision,technical innovation and Two-way communication,resource sharing and consultation and cooperati
