清洁能源占比高的电力市场环境下火电辅助服务补偿方法 预览 被引量:1

Compensation Method of Thermal Auxiliary Service Under Electricity Market Environment with High Proportion of Clean Energy

摘要 随着清洁能源市场化交易规模不断增大,传统火电在以清洁能源为主的电力市场中处于不利位置,而且水风光等电源调节水平、出力稳定性对电网安稳运行的影响越来越大。在云南等清洁能源的电力市场中,利用火电承担备用、调节等辅助服务以保障电网安全就显得尤为重要,但如何合理补偿火电企业利益缺少有效实用的方法。本文结合云南电力市场交易特点,提出了一种清洁能源电力市场火电辅助服务补偿方法,根据月度市场主体交易规模和结算考核策略,确定火电辅助服务补偿总额,通过量化火电机组等效装机容量,建立了基于火电剩余等效容量的补偿分配方法。实际应用结果表明,该方法有明显效果,有效缓解了清洁能源大规模消纳与电网安稳运行矛盾。 With the increasing scale of clean energy market transactions! the high cost of traditional thermal power is at a disadvantage in the electricity market dominated by clean energy. Moreover, the regulation level of hydro, wind! photovoltaic and other power and the stability of output have more and more influence on the safe operation of power grid. In the clean energy power market such as Yunnan, it is particularly important to use thermal power for backup, adjustment and other auxiliary services to guarantee power grid security. But how to compensate the benefits of thermal power enterprises,there are no effective and practical methods. Based on the transaction characteristics of Yunnan electric power market,this paper proposes a method of thermal power auxiliary service compensation in the clean energy electric power market. According to the monthly trading scale of the main market participants and the checking strategy of settlement, the total compensation amount of thermal power auxiliary services is determined. By quantifying the equivalent installed capacity of thermal power units, a compensation allocation method based on the residual equivalent capacity of thermal power units is established. Application results showthat this method has obvious effect and can effectively alleviate the contradiction between the large-scale consumption of clean energy and the stable operation of power grid.
