To develop an inclusive leadership questionnaire for secondary school teachers,the initial questionnaire was compiled after the data analysis of the answers from a self-designed open-answered questionnaire, subsequently employed both the exploratory and confirmatory factor analyses to evaluate the reliability and validity of the questionnaire. The results showed that the final version of the inclusive leadership questionnaire were consisted of four factors: affinity, fairness, fault tolerance and openness. The Cronbach’s α coefficient of the total questionnaire and the dimensions were between 0.869 to 0.937, and the coefficients of split-half were between 0.830 to 0.913. The results of confirmatory factor analysis indicated that χ~2/df=1.64, RMSEA=0.05, CFI=0.97, TLI=0.96. The correlations between inclusive leadership and its dimensions with psychological security ranged from 0.59 to 0.79, and the correlation between inclusive leadership and its dimensions with innovative behavior ranged from 0.50 to 0.68. The reliability and validity of inclusive leadership questionnaire were correspond to the psychometric standard, means the questionnaire could be used in relevant researches and practices.
