Since the birth of human civilization, it has developed in a pluralistic form. In the different geographical environment and historical background, the development of Chinese and foreign supervisory system has significant difference. Ancient China's supervisory system was intended to " exhibit virtue and expose vice". With the strengthening of feudal centralization, it became more and more attached to the autocratic imperial power. The western concept of "separation of powers and checks and balances" originated from the supervisory system in ancient Greece. After the depression of the Middle Ages, it was not until modern times that it was universally established and developed. The "Five-Power Constitution" of the Republic of China intends to place the supervisory system of ancient China on the political model of " separation of the three powers" in the West, but it neglected the basic national conditions. The lessons of these supervisory systems are great significant for our country to promote the comprehensive rule of law and to establish the legalization of supervisory power.
