营商环境与人才环境 预览

摘要 营商与人才密不可分,营商环境问题从本质上讲是人才环境问题。人才是创新创业的主体,更是营商的主体;创新驱动实质是人才驱动,营商驱动更是人才驱动。从人才环境角度完善营商环境,首先要营造人才创新创业和聚集发展的良好政务环境,在人才思想观念更新、人才工作方式改革、人才政策措施创新、人才支持力度强化、人才创新创业成果保护等方面,取得实质性突破。其次,营造人才创新创业和聚集发展的良好经济环境,既要给人才成事创业的机会,又要给人才成长发展的空间,既要给人才付出贡献的回报,又要给人才实现价值的平台。最后,营造人才创新创业和聚集发展的良好服务环境。通过"软环境"建设,为人才提供及时有效和配套的投融资服务、人力资源服务、医疗康养等服务和生活安居服务,形成吸引和拴留人才的环境优势。 Business and talents are inseparable, and the business environment problem is essentially a talent environment problem. Talent is not only the main body of innovation and entrepreneurship,but also the main body of business. The essence of innovation drive is talent drive, and business drive is talent drive. In order to improve the business environment from the perspective of talent environment, we must firstly create a good government environment for talent innovation,entrepreneurship and gathering and development, and make substantial breakthroughs in the renewal of talent ideas, the reform of talent working methods, the innovation of talent policies and measures, the strengthening of talent support, and the protection of talent innovation and entrepreneurship achievements. Secondly, in order to create a good economic environment for talents to innovate, start businesses and gather and develop, we should not only give talents the opportunity to succeed and start businesses, but also give them room for growth and development.We should not only give the talents a reward for their contribution, but also give them a platform to realize their value. Thirdly, create a good service environment for talents to innovate, start businesses and gather and develop. Through the "soft environment" construction, it will provide timely, effective and supporting investment and financing services, human resources services,medical care and other supporting services and living and housing services for talents, thus forming an environmental advantage to attract and retain talents.
